September 30th is a Special Meeting of the Board of Supervisors, in which county staff will be returning with information on multiple land use issues the Green Valley Alliance has been advocating for.  Staff reports will be available for each agenda item by this Tuesday, via the BOS agenda page (https://eldorado.legistar.com/Calendar.aspx).   We want you to come, but recognize that not everyone can free up the day!  Items on the agenda will not be time specific, so when the agenda is available Thursday, plan accordingly if you cannot come for the duration.

Land use issues to be on the Monday 9/30 agenda:

 

·         General Plan Amendment Initiation Policy:   On June 27th, staff provided a draft of the proposed policy.  September 30th they will return with any revisions and the potential for adoption of the policy by the Board.  It is likely there will be many developers in attendance, as this policy is aimed at allowing an early denial of the General Plan amendment projects such as Dixon Ranch and San Stino.  Your attendance and show of support is important for this item!

·         Green Valley Corridor Traffic Study:   On July 30th, the Board directed staff to move forward with this comprehensive study.  Staff is returning with a source of funding, timeline, and initial outline of scope.  Halleluljah! Your attendance is not necessary, but you may want to be there to applaud!  We will be posting details on the GVA website, as we will want anyone and everyone who is interested to know the date of the Community Meeting in which residents may provide input to the scope of work.

·         Community Region Boundaries:   County staff was directed on June 27th to identify resources needed in order to move forward with reviewing the Community Region boundaries now (...on a parallel path with the Targeted General Plan Amendment, as requested by the Green Valley Alliance and Shingle Springs Community Alliance)  If the staff report indicates that county staff is stonewalling yet again, we will need masses of supporters to let them know this is not acceptable.

·         County Notification Requirements:  August 6th, staff was directed to expand the policy for project notifications to residents in order to better reach those impacted by proposed development. Attendance is not necessary to pressure the Board into action; all involved seem to favor expanding notification.

·         Measure Y:  County staff will be responding to the Measure Y presentation of August 26th, in which they were informed that Highway 50 is at Level of Service 'F'.  The data needs to be confirmed and acknowledged by staff and the Board.  A 'show of support' will only be necessary if the staff report indicates this is not the case; we will be sure to let you know!

 

For all of these items, we will know more when the staff reports are available, and will have a link provided here on the website.  Your attendance in support is ALWAYS greatly appreciated.

9/26 update:  The staff reports have been released. The GPA initiation policy has not been updated, but rather county staff is asking questions of the Board for direction.  The Corridor traffic study has designated funding and a schedule (...woo-hoo!).  The county notifications policy expansion is still receiving input.  

The 'battles' lie in the remaining two items: Community Region Boundary revisions, and staff acknowledgement of Measure Y presentation data regarding the status of Hwy 50.  These two items appear to be the battleground, and any support, letters, and attendance whenever possible(!!) would be helpful!
